understand ing. Say that if the Air Council

think it preferable the Secretary of State

would, however, see no objection to the

control of the Flying School being exercised

by the Director of Air Services, Hong Kong

in consultation with the 0.0. R.A.F. base,Kai

Tak on the understanding that, as already proposed in para.5 of (11), instructional

flying should be suspended on request from

the O.C.R.A.F. base, if he considered suspension

necessary in the interests of service flying.

Say that the S of 3. very much hopes

that the air Council will agree to drop their

proposal that the Civil Aerodrome Superintendent

should be placed under the direction of the

0.C.R..F. base and say that he would be

grateful for an early reply as he is arxious that the necessary preliminary work should be

begun in the Colony at the earliest possible

moment so that the Flying School may be

established in time to operate during the

coming Autumn flying season.

If this is agreed, a draft could be

prepared for discussion with Commander Hole,

the Director of Air Services,, Hong Kong

It should be marked Secret

and Urgent. A copy of our letter to the

Air Ministry with a copy of (18) should go

to Hong Kong Secret LF ref. (17).
